오세훈 시장은 18일(월) 오전 11시<현지시간> 뉴욕 첫 공식 일정으로 맨해튼 배터리파크 내에 있는 한국전쟁 참전용사 기념비를 찾아, 헌화, 묵념하며 한국전 참전용사들의 숭고한 희생과 헌신을 기렸다.
지난 1991년 미국 내 최초로 헌정된 한국전쟁 참전용사 기념비는 미국 내 ‘잊혀진 전쟁(The Forgotten War)’이라 불리는 한국전쟁을 알리고, 한국전 참전한 미군 및 UN군을 기리기 위해 설립됐다. 기념비에는 22개 참전 국가들의 국기와 국가별 한국전쟁 사상자 수가 모자이크식으로 조각돼 있다.
정전 70주년 및 한미동맹 70주년을 맞아 마련된 이번 방문에는 박근실 대한민국 6・25 참전 유공자회 뉴욕지회 회장, Sal Scarlato(살 스칼라토) 한국전쟁 美참전용사 총회 뉴욕지회 회장 그리고 김광석 뉴욕한인회 회장 등이 함께 자리해 그 의미를 더했다.
한편, 서울시는 지난 6월 호국보훈의달을 맞아 참전용사에 감사의 뜻을 담은 대시민 홍보영상을 제작하고, 보훈대상자에 대한 예우를 강화하고 생활안정을 지원하기 위해 참전명예수당과 보훈예우수당의 개편·확대를 추진하고 있다.
6·25와 월남전에 참전한 국가유공자에게 지급하고 있는 참전명예수당을 내년 1월부터 월 10만 원에서 월 15만 원으로 인상을 추진 중이다.
또한, 현재 ‘4·19혁명 유공자, 5·18민주유공자 및 특수임무유공자’에게 지급하고 있는 보훈예우수당의 지급 범위도 내년 1월부터는 ‘전상군경, 공상 군경 및 공상공무원’까지 확대할 계획이다.
◈ 뉴욕시장 면담 및 친선도시 MOU 체결…경제, 사회, 기후, 문화 등 다양한 분야서 교류 확대 및 상호협력
참전용사 기념비 헌화 이후 14시<현지시간> 뉴욕시청을 방문한 오 시장은 에릭 애덤스(Eric Adams) 뉴욕시장과의 면담에서 ‘동행・매력 특별시’ 서울의 핵심 정책을 소개하고 ‘약자 동행’ 관련 양 도시의 주요정책에 대해 의견을 나눴다.
이어, 서울시와 뉴욕시의 협력 보폭이 넓어짐에 따라 지방정부 간 글로벌 협력의 중요성을 강조하며, 향후 양 도시 간 경제, 사회, 기후, 문화 등 다양한 분야에 서의 교류 확대 및 상호협력을 위해 친선도시양해각서(MOU)를 체결했다.
올해 8월, 뉴욕 월스트리트에서 개최한 광복절 기념 태극기 게양행사에 뉴욕시장으로는 최초로 참석해 ‘뉴욕은 미국의 서울’이라고 언급한 에릭 애덤스 뉴욕시장은 일자리, 안전, 주택, 돌봄을 행정 키워드로 두고, 특히 유색인종․이민자 등 사회적 약자를 적극적으로 포용하는 정책을 추진하는 등 서울시의 ‘약자와의 동행’ 등 주요 정책들과 궤를 같이하고 있다.
한편, 시는 유엔본부를 비롯한 수많은 다국적 기업, 국제기구, 문화예술기관이 위치해 ‘세계의 수도’라고 불리는 뉴욕시와의 친선결연을 계기로 ‘서울’의 매력과 가치를 전 세계적으로 적극 홍보해나갈 계획이다.

September 2 0 202 3 As his first official schedule in New York City, Mayor of Seoul Oh Se hoon visited Battery Park in Manhattan to celebrate the 70th anniversary of the Korean War armistice agreement and US ROK alliance on Monday, September 18, at 11 a.m ., local time. He laid flowers on the Korean War Veterans Memorial and paid silent tribute to the fallen soldiers sacrificed during the war.
The Korean War Veterans Memorial was built in 1991 as the first monument to pay respects to the US and UN soldiers who engaged in the Korean War.
To express gratitude to the fallen heroes of the war, the Seoul Metropolitan Government (SMG) created promotional videos for citizens in June, the month of Patriots and Veterans in Korea . It is also seeking ways to provide veterans with better treatment and more benefits to g uarantee a stable life.
For instance, the SMG is working on increasing honorary benefits for Vietnam and Korean War veterans from 100,000 won to 150,000 won a month from next January.
In addition, it will expand the scope of veterans' benefit receivers from persons of distinguished service to the April Revolution, the May 18 Democratization Movement and persons of distinguished service during special missions to soldiers or police officers wounded in action, soldiers or police officers wounded in the line of duty , and public officials wounded in the line of
duty.
◈ Seoul Formalized an MOU with NYC to Cooperate in Economic, Social, Climate, and Cultur al Issues
After paying tribute to the memorial, Mayor Oh visited the New York City Hall at 2 p.m. During the meeting with Mayor Adams, Mayor Oh introduced Seoul’s core policies and shared candid opinions regarding each city’s main inclusive policies.
Following the meeting, Seoul and NYC signed an MOU t o boost exchanges and collaboration in diverse sectors, including economy, society, climate, and culture, as the two cities share more opportunities to cooperate and the importance of the global cooperation of municipal governments is increasing.
Mayor A dams participated in the flag raising ceremony held on Wall Street for the first time as the mayor of New York to celebrate the Independence Day of Korea. He mentioned that NYC is the Seoul of America. His policies focusing on jobs, security, housing, and care and his inclusive initiatives for persons of color and immigrants share many common points with “Seoul’s Going Together with The Socially Neglected.”
Meanwhile, the SMG is committed to actively promoting its attractiveness and values to the world based on the MOU with NYC, which is considered the capital of the world with numerous multinational companies, international organizations, and art centers
