전 세계적인 ‘쓰레기 위기(global garbage crisis)’로 폐기물 처리에 대한 관심이 급증하는 가운데, 기피시설로 대표되는 폐기물 처리시설을 주민들에게 환영받는 기대시설로 만든 성공 사례가 주목받고 있다.
오세훈 시장은 20일(월) 14시<현지시간> 덴마크 코펜하겐에 있는 2021년 올해의 세계 건축물*이자 자원회수시설을 지역 명소로 탈바꿈한 선진 사례인 ‘아마게르 바케’를 방문했다.

○ 자원회수시설은 폐기물을 소각해 생산된 열과 전력을 인근 지역에 제공하는 시설이다.
○ ‘아마게르 바케’에서 가장 눈에 띄는 점은 지붕을 활용한 스키 슬로프다. 국토 대부분이 평지인 덴마크의 지리적 특성을 역발상으로 이용해 소각시설 지붕에 인공 언덕을 조성하고, 사계절 내내 스키를 즐길 수 있는 시설을 만들었다. 이와 같은 이유로 아마게르 바케는 ‘코펜힐(Copenhill)’로 불리기도 한다.
○ 스키를 타지 않는 방문객들은 슬로프 옆 산책로를 통해 코펜힐을 오를 수 있으며, 정상에 있는 전망카페를 통해 코펜하겐시의 전경을 즐길 수 있다. 북쪽 벽 쪽으로는 높이 85m, 너비 10m 규모의 인공 암벽장을 만들어 실제 암벽을 오르듯 클라이밍을 즐길 수 있다.
이날 오 시장은 아마게르 바케 건립 총괄 프로젝트를 담당한 에너지 기업 람볼(Ramboll)과 운영사인 ARC(Amager Resource Center)관계자로부터 소각시설, 오염물질 배출 방지시설 등 친환경 시설에 대한 설명을 청취하고, 코펜힐 정상까지 오르며 스키장, 산책로 등 주민편의시설을 꼼꼼히 확인했다.
특히, 건립을 준비하면서 인근 주민들의 반대에 어떻게 대처하고 소통했는지를 집중적으로 확인하였으며, 36개 설계 사무소가 참여한 건축공모전에서 BIG(Bjarke Ingels Group)의 주민 친화적인 스키 슬로프 디자인이 채택되는 과정에도 많은 관심을 보였다.
서울시가 구상 중인 새로운 자원회수시설은 주요시설 및 진입도로를 지하화하고 지상에는 혁신적인 디자인을 적용한 주민 편의시설이다. 광역자원회수시설 입지선정위원회가 선정한 상암동 후보지 일대는 남쪽으로는 한강이 흐르고, 좌우로는 하늘공원, 노을공원, 월드컵공원, 난지천공원이 위치해 주변의 환경적 장점을 살린 랜드마크로 조성한다는 계획이다.
시는 올해 중으로 랜드마크 조성 타당성 조사 및 기본계획 수립을 위한 용역을 추진하여 기본 구상안을 마련할 예정으로, 후보지뿐 아니라 인근
공원 일대를 포함하는 마스터플랜을 준비할 계획이다.

□ 아마게르 바케는 건축 디자인뿐 아니라 오염물질 배출에 있어서도 우수사례로 꼽힌다. 소각 과정에서 배출되는 오염물질인 질소산화물(NOx), 황산화물(SOx), 염화수소(HCl), 다이옥신, 미세먼지 등의 배출량이 모두 유럽연합 기준보다 엄격하게 관리되고 있다.
□ 시는 현재 가동 중인 광역자원회수시설(마포, 강남, 노원, 양천)도 배출량 기준을 엄격하게 준수하고 있지만, 4개 시설보다 최근에 지어진 아마게르 바케의 배출관리 기술의 장단점을 살펴보고 신규 시설에 최적의 기술을 도입할 계획이다.

○ 아마게르 바케는 국내에서는 잘 활용하지 않는 습식 세정설비를 사용해 산성가스를 제거한다.또는 산성가스 제거설비의 경우 아마게르 바케는 국
내에서는 잘 활용하지 않는 습식 세정설비를 사용한다. 올해부터는 연간 50만톤의 탄소 감축을 목표로 올해부터 탄소 포집기술 시범운영을 추진
할 계획이다.

SEOUL, SOUTH KOREA, March 22, 202 3 On March 20 (Monday) at 14:00 (local time), Seoul Mayor Oh Se-hoon, Amager Bakke in Copenhagen, Denmark. The plant, which won the World Building of the Year 2021,* is a leading example of redeveloping a resource recovery facility into a local attraction.

- A resource recovery facility incinerates waste materials to produce heat and power, and supplies them to nearby areas.
- One of the distinguished features of Amager Bakke is the ski slope built on its rooftop. The Danish territory is mostly covered by flat lands. The facility's developer leveraged this geological trait to its advantage by building an artificial slope on its roof to serve as a ski slope all year round. The slope earned the facility its nickname, ‘Copenhill.’
Mayor Oh met representatives of Ramboll, an energy firm that oversaw the facility's construction, and the Amager Resource Center (ARC). Then, after a briefing about the facility’s eco-friendly incineration and pollutant prevention systems, the mayor took a tour around the facility all the way to the top of Coppenhill for an up-close look at its ski slope, walking trails, and other attractions.
The Seoul Metropolitan Government is currently planning a new resource recovery facility. The city plans to put the key facilities and access roads underground, freeing up space on the ground for facilities with innovative designs for local residents. The city’s location selection committee for wide-area resource recovery facilities chose a site in Sangam-dong for the project. With the Han River flowing in the south and Haneul Park, Noeul Park, World Cup Park, and Nanjicheon Park, the site offers significant environmental benefits. The city will build the new facility as a local landmark that capitalizes on these benefits.
Amager Bakke is considered one of the leaders in pollutant emission control. The facility controls the emission of nitrogen oxides (NOx), sulfur oxides (SOx), hydrogen chloride (HCl), dioxin, particulate matter, and other pollutants produced by the incineration process by applying stricter standards than the European Union (EU).
Seoul’s existing wide area resource recovery facilities (Mapo, Gangnam, Nowon, and Yangcheon) also strictly comply with emission standards. However, as the Danish facility was built after its Korean counterparts, Seoul will assess the pros and cons of the emission management technologies used at Amager Bakke to determine the optimal technologies for the new facility.
With Amager Bakke, Copenhagen turned a highly unpopular facility into a local landmark by applying creative designs and eco-friendly processes. Seoul plans to model its Sangam-dong resource recovery facility after Amager Bakke, to build an eco-friendly and safe landmark that boosts local growth.
<Mayor Oh Sat with Copenhagen Mayor Sophie Hæstorp Andersen to Discuss Ways to Broaden Cooperation>
At 10:00 a.m., before his visit to Amager Bakke, Mayor Oh met Mayor Sophie Hæstorp Andersen at Copenhagen City Hall for a meeting to share the two cities’ policies and discuss ways for promoting cooperation in addressing various urban issues.
Seoul and Copenhagen have worked together on various exchange activities over the last decade. The two cities signed a ‘Friendly Cooperation City’ agreement in 2014, followed by the erection of a replica of the Little Mermaid statue at Han River Park in Yeouido in 2016. Copenhagen also erected a sculpture representing Seoul (Gwanghwamun Gate) in Copenhagen City Hall. In 2019, the cities celebrated the 60th anniversary of the diplomatic ties between Korea and Denmark with the exhibition Andersen, Copenhagen 1819, at the Seoul Museum of History. Most recently, in 2022, Seoul invited an expert from Copenhagen University for an international symposium on climate response.
At 17:00 on the same day (local time), Mayor Oh visited Vestas, which leads the global wind turbine market, to sit with Vestas CEO Henrik Andersen and sign an MOU for the relocation of Vesta’s Asia-Pacific headquarters to Seoul.
Under the MOU, Seoul undertakes to provide administrative support to facilitate the relocation of the headquarters from Singapore to Seoul. Vestas will build its Seoul headquarter by the end of 2023 after establishing concrete investment and employment plans for the relocation.
Seoul provides training subsidies and other cash grants to global firms expanding their operations to Seoul, based on their qualifications and the size of their investments.
Seoul expects that the MOU with the wind turbine manufacturer will broaden the flow of meaningful cooperation in new and renewable energy, the training of tech professionals, and information exchange, while providing the city with an opportunity to share and learn advanced technical know-how.
